just a general guestion here what would happen if a person was to use that e85 gas in a car that was meant for regular gas... kinda curious because regular gas here is like 3.50 per gallon while the e85 is around 3 per gallon

A general observation would be slightly lower MPG (because it has less BTUs per gallon than straight gas) but there is some speculation as to the extra ethanol doing damage to fuel system parts and possibly causing hard starting in warm weather. One would need to look into this based on the exact vehicle.

Wild guess is the gas companies will say "no problem" while the car companies will have another story depending on the length of their warranty. The info may be in your owner's manual if the car is new enough.
